EXAMINATION LATEST NEWS

Stage 1 Hearing Sessions took place within Howden House, 1 Union Street, Sheffield City Centre, Sheffield, S1 2SH during the weeks of 24th of June and the 1st of July. The Hearing Sessions were live-streamed and are available to view through the City Council's YouTube Channel, a link to individual streams for the stage 1 Hearings can be found through the following note.

Stage 2 hearings will commence on Tuesday 24th September within Howden House. Hearings during the week of 7th October will take place within Sheffield Town Hall, all other hearings will take place within Howden House.

13th September 2024 - Hearing Session Agendas for Sessions on the Site Selection Process 24th September and the Central Sub Area 26th September published.

10th September 2024 - The Council have provided updated Housing Trajectory and Land Supply information comprising of: EXAM 7A - Updated Housing Trajectory (Excel Document - Automatic Download), EXAM 7B - Housing Land Supply Update Note and a Revision to their Matter 18 Statement Appendix (Excel Document - Automatic Download).

6th September 2024 - Information regarding Site KN34 originally omitted from SCC's Matter 9 Written Statement in relation to the Central Development Area published.

17th June 2024 - Hearing Session Agenda for Matter 4 - Spatial Strategy published. Documents referred to in the Council's Stage Written Statements also published (see Examination Documents List EXAM 48 - EXAM 53).

14th June 2024 - Matters, Issues and Questions for Stage 3, V6 Hearings Programme and Hearing Session Agendas for Matters 1 & 2, Matter 3, Matter 5, Matter 6 and Matter 7 published.

3rd June 2024 - V5 Updated Programme published reflecting the change of hearings venue for Week 1.

30th May 2024 - EXAM 47 - Heritage Impact Assessment: Site KN11 submitted by City Council.

29th May 2024 - Week 1 of the Hearing Sessions have been relocated to Howden House due to the Town Hall being required for the General Election. It is now intended for the Stage 1 Hearings to be live-streamed and available to view remotely. The website will be updated with further details in due course.

23rd May 2024 - EXAM 4C - Joint Regional Statement of Common Ground updated to include full suite of signatories.

21st May 2024 - V4 of the Hearings Programme published. Please note that the update includes a revision to the date of the Hearing Session to consider Matter 6 - Green Belt. This session will now take place on the 4th of July. The Inspectors have accepted a Matter 1 Written Statement from the Peak District National Park Authority.

17th May 2024 - Planning Inspector K Child BSc (Hons) MA MRTPI has replaced J Gilbert MA (Hons) MTP MRTPI as one of the three appointed Inspectors.

14th May 2024 - EXAM 46A - SCC Request for the Inspectors to recommend main modifications to the Plan published.

10th May 2024 - The Inspectors have Issued Supplementary Questions for Stage 2.

3rd May 2024 - EXAM 46 - Inspectors' Letter to SCC re Requesting Main Modifications and Supplementary Matters, Issues and Questions for Stage 1 Hearings published. 

2nd May 2024 - V3 Hearings Programme published which now includes participants invited to the Stage 1 Hearing Sessions. Stage 1 Written Statements and an Updated Examination Documents List also published. A number of new documents have been added to the list including the Council's Strategic Flood Risk Assessment information, further Transport and Infrastructure Documents, Habitat Regulations and a Regulation 24 Notice of Hearing Sessions. All new documents run from EXAM 24 through to EXAM 45 inclusive.

6th October 2023 - The City Council submit the Sheffield Plan for Examination.

THE INSPECTORS

Planning Inspectors; K Child BSc (Hons) MA MRTPI, D Troy BSc (Hons) MA MRTPI and R Morgan BSc (Hons) MCD MRTPI have been appointed to conduct an Examination into the soundness and legal compliance of the Sheffield Plan.

The Inspectors' task will be to consider the soundness and legal compliance of the submitted Plan, based on the criteria set out in paragraph 35 of the National Planning Policy Framework 2023 (the Framework) and associated regulations., namely the Planning and Compulsory Purchase Act 2004, the Localism Act 2011 and the Town and Country Planning (Local Planning) (England) Regulations 2012.

The Inspectors will take into account the representations submitted upon the Regulation 19 Draft Plan as far as they relate to soundness considerations. A number of informal debates will take place on the principal matters identified by the Inspector these are termed Hearing Sessions.

At the end of the Examination, the Inspectors will prepare a report to the City Council with precise recommendations, these recommendations may include modifications to the Plan, if such a request is made by the Council.

My role is to act as the point contact for any person who has an interest in the Examination and as a liaison between the Inspector, City Council and Representors. ​I am an independent Officer of the Examination and work on behalf of the Inspectors to organise and manage the administrative and procedural elements of the Examination process. ​Any matters that anyone wishes to raise with the Inspectors should be submitted to me in the first instance.

30 August 2024 -Participation Request Deadline for Stage 3 Hearings (All Matters 19 - 26).
