EXAMINATION LATEST NEWS & TIMELINE

Hearing Sessions concluded on 19th June, the reserve sessions scheduled towards the end of July will not be required.. The Inspectors will now consider their position and will submit a Post Hearing Note in due course.

30 June 2025 - EXAM 6 - Pelham Structures - Note and Associated Documentation re Self Build Exemption published.

26 June 2025 - Responses received in relation to 5 Year Housing Land Supply Issues have been published (See Examination Documents EXAM 5A to 5M)​

18 June 2025 - EXAM 4 - Supporting Document - Essex Net Zero Specifications - July 2024 published.​

14 June 2025 - EXAM 3 - Additional Viewpoints Parsonage Green, Great Dunmow (Francis Marjoribanks) and Programme V4 published which brings the participant position up to date.​

16 January 2025 - Updated Schedules of Main Modifications (UTT 1) and Additional Modifications (UTT2) published. The schedules of modifications to the Local Plan are proposed by the Council and are provided for information. â€‹

9 January 2025 - Planning Inspectors G Davies BSc (Hons) DipTP MRTPI and W Cooper BA (Hons) MA CMLI have been appointed to hold an independent Examination of the Local Plan.

18 December 2024 - â€‹Uttlesford Local Plan submitted to the Planning Inspectorate for Examination.

THE INSPECTORS

Planning Inspectors G Davies BSc (Hons) DipTP MRTPI and W Cooper BA (Hons) MA CMLI  have been appointed to undertake an independent examination into the soundness and legal compliance of the Uttlesford Local Plan.

​

The Inspectors' task will be to consider the soundness and legal compliance of the submitted Plan, based on the criteria set out in paragraph 35 of the National Planning Policy Framework 2023 (the Framework) and associated regulations., namely the Planning and Compulsory Purchase Act 2004, the Localism Act 2011 and the Town and Country Planning (Local Planning) (England) Regulations 2012.

The Inspectors will take into account the representations submitted upon the Regulation 19 Draft Plan as far as they relate to soundness and legal compliance considerations. A number of informal debates will take place on the principal matters identified by the Inspectors these are termed Hearing Sessions.

​

At the end of the Examination, the Inspectors will prepare a report to the Council with precise recommendations, these recommendations may include modifications to the Plan, if such a request is made by the Council.

My role is to act as the point contact for any person who has an interest in the Examination and as a liaison between the Inspector, Local Planning Authority and Representors. ​I am an independent Officer of the Examination and work on behalf of the Inspector to organise and manage the administrative and procedural elements of the Examination process. ​Any matters that anyone wishes to raise with the Inspector should be submitted to me in the first instance.

GUIDANCE NOTES

Guidance Notes have been prepared by the Inspectors to establish the arrangements for the process. Procedural Guidance for Local Plans has also been produced by the Planning Inspectorate, together with a short guide aimed at those participating in a local plan examination for the first time.

EVIDENCE BASE DOCUMENTS

In preparing the Plan, the Council both refer to and were informed by a number of documents that together form the 'Evidence Base' for the Examination.
